An Experimental Trial of Conducting Parallel both Face-to-Face and Postal Mail Surveys by the Cabinet Office of the Japanese Government : Know-How of Acquiring a High Response Rate and Analysis for a Cell Phone Only Population
The Social Attitude and Behavior Survey was conducted parallel both face-to-face and postal mail by the Cabinet Office of Japanese Government in the first-quarter 2014. The response rate (RR) for the mail survey was 75.3%, which was higher than the response rates for both the face-to-face survey (61.9%) and the previous mail survey in 2011(56.2%). This paper provides information adout improving the RR obtained using mail surveys. However, the mail mode faces some limitations. The RR for the 20s age group among the respondents to the mail survey is higher than that of face-to-face, but still lower than the gereral demographic rate. Clear differences can be observed for a negative-multi-reponses question between face-to-face and mail modes. We discuss an effective method for filtering proxy responses. In addition, among the respondents for the mail survey, the cell phone only population (CPO) constitutes 10.3%. Conducting telephone surveys only for landline users will still genelate responses that are representative of the general population. However, this would not continue to remain representative if the CPO rate increases.
