This article presents research and development issues associated with sophisticated mobility using information technology (IT) from the viewpoint of systems innovation theory. First, a definition of intelligent transport systems (ITS), an explation of the significance of mobility, an overview of ITS over the past two decades, the three stages of evolution, and a summary of systems innovation theory are given. Second, on the basis of the above matters, research and development in mobility-related fields are discussed.
