At present,it is brought under control through measures such as legal regulations of groundwater exploitation and switchover of groundwater resource to surface ones, against their causes. The paper introduces an application of groundwater resource management method to attain the harmonization between the demands of water and nature in hydrological cycle. Success of the method is realized by the concepts on safe exploitation, compatible scaling of basin, and integrated planning suitable to groundwater monitoring.
