But cultivating practical moral behavior, that students make decision by themselves based on their belief, is still on the way instead of initiating usual moral value. This research focuses on “3 steps structure of moral decision (Murai 1990)” and proposes new process model of moral decision making and developed the educational gaming-simulation system. Our practical experiment to university students in the course of pre-service teacher education showed the result that 4 of 6 students changed their behavior became more close to our moral decision making model.
