At the same time, the problem of a democratic deficit, especially a gap between EU institutions and EU citizens, has been argued for a long time. A gap between EU institutions and EU citizens is a vertical gap between political elites and citizens. However, a horizontal gap has been added to the vertical one: a gap between citizens in the old and in the new member states. Oppositions of interest exist because of the grand-scale eastern expansion and employment issues caused by the expansion. The EU has to contemplate how democracy (the vertical gap) and European integration (the horizontal gap) should develop. The purpose of this paper is to raise the question whether “Plan D” and citizens’ deliberative projects conducted under Plan D would create a stir in democracy and regional integration, concepts which were once invented by Europe., text, application/pdf}, pages = {45--55}, title = {国境を越える市民のデモクラシー : プランDを事例に《論文》}, volume = {137}, year = {2012}, yomi = {ホソイ, ユウコ} }
