At the same time, the problem of a democratic deficit, especially a gap between EU institutions and EU citizens, has been argued for a long time. A gap between EU institutions and EU citizens is a vertical gap between political elites and citizens. However, a horizontal gap has been added to the vertical one: a gap between citizens in the old and in the new member states. Oppositions of interest exist because of the grand-scale eastern expansion and employment issues caused by the expansion.\nThe EU has to contemplate how democracy (the vertical gap) and European integration (the horizontal gap) should develop.
