Also, in order to discuss the goals of Education of Foreign Children, I examined the citizens' campaign in the 1970's which was in opposition to discrimination against Zainichi Koreans. This campaign is important because it let to the creation of the Basic Policy (1981). The citizen campaign had been started from 1960's when the Educational Institution of Koreans (EIK) tried to relocate and embarked on a project to build a new school. However, EIK was opposed to moving to another community by local residents. People organized some active groups in order to support EIK. These groups not only helped EIK but also shed light on serious problems facing Zainichi Korean children ― poverty, discrimination, nonattendance at school, delinquent behavior ― and brought up these issued with a board of education in Kyoto City. As the result of these citizens' campaigns, the Basic Policy (1981) was made and released. At the same time, the board of education in Kyoto City accepted the responsibility to care for Zainichi Korean children in public schools. The following four points result from analyzing both the Basic Policy (1981) and the Policy of Education (1992) ; (1) the critical goal of Education of Foreign Children to reduce discriminations against Zainichi Koreans and both Japanese and Zainichi Korean children acknowledge each identity, (2) the contents of lessons are culture and arts of Korea and Zainichi Korean history in the modern era, (3) the policy placed stress on developing the knowledge and skill of children for harmony between nations., text, application/pdf}, pages = {99--110}, title = {京都市公立学校における外国人教育の概念の検討 : 1970年代の市民運動と外国人教育方針の内容分析を通して<教育科学>}, volume = {63}, year = {2014}, yomi = {イソダ, ミツコ} }
