 note = {自治体議会の役割は過渡期にある。近年、政策形成過程では市民と首長・行政との関係が強化されてきた。これにたいし、市民と議会の関係もまた再構築が求められている。本論では、市民 - 議会の関係について、まず「合意形成」論をもとに整理する。そのうえで、自治体における議会改革の中で、議会が討論機能を基軸としてどのように変容しつつあるのか、その新しい関係を模索していきたい。

The role of the local assembly is in a transition period. In late years, the relationship with a citizen and a Chief-administration of local government have been strengthened, in policy-making process. On the other hand, it is demanded that the rebuilding of the relationship with a citizen and the local assembly. First, in this paper, it is arranged in the "consensus-building".
