Post war Japanese municipalities have used general plan for it. Municipal general plan was substitution for local land use / zoning plan or spatial plan. It had three origins, as local public facilities location plan, local economic plan and municipal corporate plan. The municipal corporate plan absorbed public facilities location function and local economic development policy orientation, then it evolved to the municipal general plan. \nIt has limit as corporate plan. Corporate plan cannot covers whole local public services, which are supplied by plural actors and financed by many sectors. Therefore general plan is changing local societal management plan, which include whole public service providers. Municipalities have also limits because they are dependent local and national economy, And they suffered severe fiscal crisis by national governmental cutback management after 1990's. They first made streamlining plan then they now are making local economic management plan. But both local societal management plan and local economic management plan would not be sustainable.
