No matter how we manipulate market conditions or our \"competitiveness in the market,\" it is doubtful that growth can occur in a society where standardization of thought has become commonplace and \"competitiveness in opinions\" is nonexistent. It is necessary to objectively verify the hypothesis that the root of the long stagnation of Japan's growth lies in the standardization of thought in Japanese society and organizations. A new role of opinion polling would be seen in this hypothesis. \nAlong with opinion research's role as a gauge of the standardization of society, it could also take on a role that prevents society from such standardization. For example, public policies, which are not affected by competition and selection in market, tend to fall into a pattern of standardization. Because of this, even if municipalities are endeavoring to evaluate their own work, it is difficult that various points of view arise from strictly internal evaluations. It is necessary to connect public policies and opinion research, which offers an external perspective. For instance, it would be effective to build a loose network consisting of local universities, research institutions, financial institutions, and economic groups, where the local governments and public organizations function as the axes, in order to evaluate public policies from various angles.
