And I analyzed it based on a precedent study of a constitution, political science and public administration, and the judicial precedent about a neighborhood association. Following three points became clear in conclusion. Firstly, the principle of organization and behavioral principle of the neighborhood association are similar to the local government. Secondly, the neighborhood association has lower legitimacy than the local government as much as it is not recognized by a law. Thirdly, a public domain is different between the neighborhood association and the local government. Finally, about the same knowledge was used for a precedent study and judicial precedent about the neighborhood association.
