 note = {毎日新聞社は、住民基本台帳から調査対象者を選び、日本人の読書に対する意識と行動を探る国内唯一の「読書世論調査」を毎年実施している。近年、この世論調査の調査対象者抽出が、格段にやりにくくなっている。その原因は、個人情報保護法が2005年4月に施行され、翌06年11月には改正住民基本台帳法が施行されたことにある。住民のプライバシー意識の高まりに伴い、各自治体は閲覧許可のハードルを高くする傾向がある。本稿では、自治体によって異なる閲覧申請手続きを紹介しながら、抽出作業を円滑に進めるには何が必要か検討する。

The Mainichi Shimbun Newspaper annually conducts The Reading Survey in Japan to evaluate reading attitudes and behaviors. The subjects are chosen from the Residential Basic Book describing their personal details. Recently, it has become very difficult to access the residential book and copy the names and addresses of sample persons. This is because of the execution of two laws: Personal Information Protection Law that was executed in April 2005 and the Partial Revision of the Residential Basic Book Act that was executed in June 2006. The government is creating obstacles to accessing personal information, because of the increasing recognition of privacy since 2005. This article describes several variations of application procedures for accessing personal information and discusses how to further facilitate access to personal information., １．はじめに
