 note = {NHK（日本放送協会）は国民の受信料によって成り立つ公共放送であり、健全な世論形成に一定の役割を果たすよう期待されていることから、数多くの討論番組を放送している。討論型世論調査は、世論調査の手法で無作為抽出した一般の人たちを集めて討論するもので、世界各地で公共放送が主催したり後援したりして番組を制作する試みが行われている。しかし、高額の費用負担等がネックとなり、継続的にこうした番組を制作している公共放送は少ない。日本では民主党政権下の２０１２年に行われた原発などのエネルギーに関する討論型世論調査が各方面から批判を浴びたこともあり、NHK でもまだこの調査を実施したことはない。本論考は、討論型世論調査を番組として成立させるための方策を探る。

NHK, Nippon Hoso Kyokai(Japan Broadcasting Corporation), is Japan’s only public broadcaster. As a public broadcaster funded by fees received from TV viewers, NHK is expected to play a role in forming a sane public opinion by broadcasting of TV debate programs. Deliberative poll (DP) is a new method of opinion poll in which randomly chosen people discuss various topics. Many public broadcasting services in the world have been making attempts to organize or sponsor DP and making TV programs. Nevertheless, high cost has become a burden to public broadcasters and few can continue to produce related programs. In 2012, the Democratic Party of Japan administration conducted a DP about energy, especially focusing on atomic power plants.
