However, the answer “stay living in Saitama” is the answer for the majority of people who are frustrated with transport problems, and the same applies to the availability of medical facilities. Transport and medical facilities may not, therefore, be decisive factors in choosing to relocate to and stay in an area. In some districts where many people live who are native to Saitama Prefecture, many respondents answered “stay living in Saitama” into the future. Among these people, good transport is not a major reason for settling there. In other words, measures to increase the number of native-born Saitamans are more reliable as countermeasures to population decline than an increase in transfers. Based on this finding, we propose a rebuilding policy using “Hometown” as a keyword.
