Measured Z-scores of Japanese regional banks did not indicate an increase in the probability of bank failure. The empirical analysis studied how changes in the degree of competition affect bank soundness. The effect of the PCM (Lerner index or markup) on the Z-score was not a simple positive linear relation, but a non-linear relation, as previous studies have described. The change to an oligopoly, as seen in the HHI, suggests a negative relation to bank soundness.
